Radiograms have been used for a very long time in ham radio to move messages to other hams and people around the world.  Messages can be as simple as a birthday wish, or as important as health and welfare in a disaster zone, such as the time hurricane Katrina devastated Florida and all the local communications in that area were out of commission.  Radiograms do not rely on telephone or internet, they rely on VHF, HF nets and local hams to move the info back and forth.
The Tri County Traffic and Training Net teaches and practices this system.
